I don't think it's expecting to much to expect the police to use the minimum force necessary and to not use force against people who are not breaking the law.
I work across the street from the protests and have been stopping by during my lunch hours to talk to people there. There's not much in the way of "truth" nonsense there, at least up front as something they're actively angry about.
The 20-somethings have been joined by a lot of gray hairs of late (and the gray hairs tend to be a lot nuttier, the 20-somethings are more pissed about a lack of job opportunities). I haven't seen Brian yet, but he's an unemployed janitor who probably can't afford the airfare.
Why are truthers always showing up on protests that have nothing to do with 9/11? Is it because they dont have enough people in their movement to actually form their own protest so they hijack some other protest? Truthers are sick people who use or hijack other protests to spread their delusional ideas. Ive seen them do that to so many protests now that it makes me sick.

You said disturbing the peace was a basis for arrest but you provide no evidence that he was disturbing the peace.
Rudkowski can be observed shouting obscenities in a public place, participating in a non-peaceful protest, and provoking police officers through hostile language and refusal to leave the area. All of those are disturbing the peace.

This would have affected the stocks on most airlines.

Instead we get the ideologically-based notion, imposed by Ronald reagan, that marketplace values ought to run educational institutions.
You might recall the ENRON manipulations of the electricity market in California in 2000-2001 which basically bankrupted the state government, causing cuts in essential services such as education and fire protection.
The hundreds of billions of dollars going to the DoD every year and the massive war debt being run up all contribute to the economic constraints that inhibit public education.
